Hello
I’ve enlarged the mounting holes on my rpi to M3 from M2.5 (M3 is much more readily available).  Can I do the same to the hat, or are there traces running very close in an interior layer?

No, you shouldn’t do that, even if it might be possible, if you are really careful.
